One product, one page. The grounds sit next to the value, not in an appendix. The two axes are judged independently, so the HS code can be settled while the dangerous goods question stays open — which is exactly what happened here.

Singapore’s applied duty is nil on almost everything, and the HS code is still mandatory — it is the input to the controlled-goods check across fourteen competent authorities. The gap between a daily cargo flow and a thirty-day official answer is absorbed by somebody at a desk.
